Federal enforcement of the REAL ID Act started on 7 May 2025. From that date, TSA and other federal agencies stopped accepting state driver’s licenses and ID cards that do not meet the federal REAL ID security standards. Every traveler aged 18 or older now needs a REAL ID-compliant license or ID card, a state enhanced driver’s license, or another TSA-acceptable ID, such as a passport, to go through airport security for a domestic flight.

How the date was set
The REAL ID Act was passed in 2005 after a recommendation of the 9/11 Commission. It sets minimum security standards for state licenses and ID cards, including anti-counterfeiting features and checks of the documents people use to prove who they are. In December 2022 the Department of Homeland Security moved full enforcement from 3 May 2023 to 7 May 2025, saying state licensing offices needed time to clear pandemic backlogs. TSA’s REAL ID page now confirms that enforcement began on 7 May 2025.
State DMVs have built the rule into their own guidance. Michigan, for example, notes that a REAL ID-compliant document is needed to board a domestic flight, enter a military base and visit some federal buildings. In Oklahoma, learner permits and intermediate licenses are not REAL IDs by default, but a REAL ID marking can be added at issue if the applicant brings the extra documents.
What this means
When you apply for a learner permit or first license, decide whether you want the REAL ID version. It usually means bringing more documents, such as proof of identity, Social Security number and residency, so check your state DMV’s checklist before your appointment. If you choose a standard card, you will need a passport or another accepted ID to fly. Since 1 February 2026, flyers without an accepted ID can be charged $45 for TSA ConfirmID. See the TSA REAL ID page for the list of accepted IDs.
